Does the Welcome Suica come pre-charged with any money on it?

No, the Welcome Suica cards we sell do not come with any pre-loaded money on them. You will need to charge the card yourself upon your arrival in Japan.

Note that the card must be activated or charged for the first time in the TOKYO area.
